Sub. Travelling Allowance Rules Implementation of the Sixth Central Pay Commission- Journey on Transfer.
With reference to Board’s letter of even number dated 01.12.2005, a clarification was sought by one of the Federations regarding admissibility of Composite. Transfer Grant for short distance transfers/relocation on retirement within urban agglomeration or to an outstation within 20 km of the old Headquarters. In this context, it is clarified that Board’s instructions contained in the letter dated 1.12.2008 are in partial modification of Board’s letters No. F(E)I/98/AL-28/10 (A), (B), & (C) dated 01.05.98. Annexure to the said letter dated 1.12.2008 specifically states that the provisions contained therein are applicable w.e.f. 01.09.08 and that all other terms and conditions governing grant of CTG will remain unchanged. Hence, in the cases of transfer of Railway servants to stations which are at a distance of less than 20 Kms from the old station and of transfer within the same city! one-third of the Composite Transfer Grant will be admissible, provided a change of residence is actually involved. In the case of retiring Railway’ servants, who settle at the last station of posting itself or within distance of less than 20 Kms, they may be paid one-third of the Composite Transfer Grant subject to the condition that a change of residence is actually involved.
